Session Merged workflow is left In Progress when merge errors out for various reasons

Description

  1. Upload a session via compressed uploader

  2. Attempt to re-upload the same session

Note Merged workflow left "In Progress" despite the merge having been aborted.

Based on the PR, testing should also check that series import filters are still being applied correctly.

Attached DICOM (file.dcm) can be used to test a non-merge archive failure. PET_1_Scan1 and PET_1_Scan2 can be used to test a successful merge.
